Somalia’s former foreign minister, Ahmed Isse Awad, said Somalia and Cuba do not share cultural and geographical relations but adds the country cannot “self-imprison” to what happened in the past.
Government is essential for modern societies and is the best, and most appropriate system for the advancement of the citizens’ political, social and economic wellbeing. Unfortunately, Puntland – and Somalia in general – suffer from a chronic political culture of bad governance that is centred on “one-man rule”, devoid of institutionalization, rule of law, accountability to the people and requirements of good governance.
The main goal of our agenda is to provide solutions to the challenges facing our State through robust & vibrant institutions that are wholly independent and free from – as has been the past – patronage of the Presidency. We envisage a model in which the legislature will monitor government activities and the judiciary will not – despite any amount of interference – will stand up against any form of injustice, regardless of person or position. The overall goal will be realized through the following three main pillars in the spirit of a “Puntland for All of Us” system.
We will empower the Parliament – as the foundational branch of government - to discharge its legislation & oversight duties and to hold the Executive accountable.
We will transform the State by creating a government for the people by the people that champions citizen engagement through public participation in decision-making processes in pursuance of democratic ideals. The government will actively partake in civic education programs to increase public awareness of good governance, democracy and state building priorities.
We will reform and empower the Judiciary as the branch of government that is responsible to safeguard the rule of law in an impartial, effective and independent manner in accordance with the Constitution.
We wish to fully recognize and acknowledge the essential role that our revered Traditional Leaders played in the establishment of Puntland, its political stability and unity of its people. Therefore, we will commit to enhance this critical role of the Traditional Leaders and propose it to be institutionalized and accommodated within a reformed Constitution of Puntland.
